Abstract

During 2004 the public the Harris Centre (formerly the Public Policy Research Centre) completed an operational review of the Labrador Marine Service. The issue of rates and tariffs being used, while of concern, was not studied due to time and budgetary constraints. Since presentation of the operations study, Government provided funding to review the current rate and tariff structure. The present rate and tariff structure was developed some years ago and is largely an arbitrary one. As such, it does not reflect the cost of resources used, the distances travelled and recovers only approximately 20% of the total operating cost. The current study attempted to analyse the cost components of each vessel used in the system, with the objective of the development of a rate structure that would be tied to these costs. It was concluded by the study team that rates reflecting all or a pre-determined portion of the operating cost would be fair and equitable to all system users.
