Abstract
Some of the poorest people in St. John's live in illegally operated boarding houses. These people include alcoholics, drug-addicts, ex-offenders, mentally and physical handicaped, old age pensioners, and structurally unemployed people. Most are single, unemployed, and lacking in close family and friendship ties in the city. Almost all rely on some form of state support for their maintenance, and this support is often inadequate in meeting their day to day needs. This thesis describes life in the low income boarding house, and provides an analysis of the social milieu of the boarders: their relations with each other, with the wider society, and the institution with which they interact.
